Shalom! Shavu'ot in Tanakh has never been associated with matan tora' [giving of the torah] Later rabbinic addition brought this development to the Shavu'ot - Talmud Pes.68b/B. Shab. 86b-88a. In biblical sense, we talking about bikku'rim and omer (harvest feast).

Shalom Zifri. Your statement is not entirely accurate; please review the Torah... It was in the third month (i.e., the month of Sivan), on the third day of the month (i.e., Sivan 3), that the people were told by Moses that in three days the LORD would descend upon Sinai (i.e., Sivan 6, the traditional date for Shavuot). See Exod. 19:1-18.
