Shalom. At the present time we do not "sight" the new moon, since we don't have a "Sanhedrin" (religious legal court) to announce the "molad," or the time of the appearance of the new moon. Instead, we use the calculated Jewish calendar (הַלּוּחַ הָעִבְרִי) to determine the days, rosh chodesh (new month), years, etc. In other words, to know when Rosh Chodesh Nisan begins, we simply check the Jewish calendar (remember that the day begins at sundown). In modern Israel, both the Gregorian calendar and the Jewish calendar are used, though for religious holidays (e.g., Passover, Rosh Hashanah, etc.), the Hebrew dates are traditionally observed.
